When you encounter a network error or a software compatibility issue, you might not be able to
activate a license. In such a situation, you can download a license, and activate it
manually on your device by using SSH. You can download and activate a license from the
Activations tab of the License Dashboard page.
To download and activate a license:

Navigate to Organization > Licensing.

Click the
Activations
tab.
The Activations tab appears.

Select the option button next to the name of the license (Product Name) that you want
to download, and click Download License.
The license file is downloaded in JSON format and saved in your local file
system.

Log in to the device by using SSH and enter the configuration mode.
Enter the following command to configure the
license:
request system license add terminal
When prompted, add the license key that you downloaded in step 3.
Press Enter followed by Ctrl+D to exit the configuration mode.
A
confirmation message appears, indicating that the license is added to the
device.
Enter the following command to verify that the license is
installed:
show system license installed
