Understanding How Subscriber-Aware Policy and Charging Control Rules Are Provisioned Statically

Static policy control is enabled when a static-policy-control policy and charging enforcement function (PCEF) profile is assigned to a subscriber. The policy and charging control (PCC) rules that you configure on a router and assign to the PCEF profile are active, and are not controlled by the policy and charging rules function (PCRF) or RADIUS server.
