If you have selected an interface file, Routing Director attaches the statistic file to the offline model and calculates the link utilization based on average of the available statistics for the time period.
If you have selected a tunnel file is chosen, Routing Director attaches the statistic file to the offline model and also creates a Layer 2 demands by considering the tunnel statistics and creating a Layer 2 demands.
