Configure the Flexible PIC Concentrator (FPC) to stay offline or to come online automatically.

off—Take the FPC offline, and configure it to stay offline, as, for example, after a system reboot.
on—Bring the FPC online, and configure it to come online automatically, as, for example, after a system reboot.
