Whereas 3G traffic is encrypted at the end-user device and terminated deep in the network, LTE's encryption terminates at the base station, or eNodeB. The fix that the Third-Generation Partnership Project (3GPP) prescribed (that is, the use of IPsec from the eNodeB back into the network) has not been deployed in many of the early LTE launches, but is starting to be introduced now. This introduction has largely been driven by the recognition that allowing cleartext to transit freely across the network exposes subscribers to theft of private information or network outages caused by hackers.
