Title: Microsoft Windows File Locking DoS Vulnerability

Description:
File locking is a mechanism used to assure other processes do not modify a file while the lock is in place. Under some operating systems, when a file is locked it is not possible to access it in any way, including reading from the file. File locking is generally not a high privilege operation.
Some applications may rely on the ability to lock a file to function properly. In this case, a malicious user able to gain a file lock will be able to entirely block these processes, even if they only require read access to the file in question.
Under Windows 2000 and NT, processes which may be affected by this include screen savers, the login process, group policy checks, and many administrative processes.
It is possible that other versions and operating systems share this design problem. It is very possible that other processes may be blocked in this manner.
