Title: Cisco Local Interface ARP Denial of Service Vulnerability

Severity: HIGH

Description:

IOS is the Internetwork Operating System, distributed by Cisco Systems.

A problem in the operating system has been discovered that could lead to a user on a system local to the router denying service all network users. The problem is in the handling of multiple ARP requests.

When a Cisco router receives an ARP packet with it's own media access control address, it will typically defend it's possession of the MAC over several replies. This prevents another user from poisoning the ARP cache of the router, as well as other systems on the network.

However, when an ARP storm occurs, the router will accept the MAC address of the arbitrary packets as a defensive measure. This activity is performed in an attempt to prevent an ARP storm. Once the router accepts the arbitrary ARP address, the system no longer accepts ARP entries from other systems.

This problem leads to a user on the local network denying service to other users of network resources on both sides of the network.

This vulnerability affects the following Cisco systems:

Cisco routers in the AGS/MGS/CGS/AGS+, IGS, RSM, 800, ubr900, 1000, 1400, 1500, 1600, 1700, 2500, 2600, 3000, 3600, 3800, 4000, 4500, 4700, AS5200, AS5300, AS5800, 6400, 7000, 7200, ubr7200, 7500, and 12000 series.

Most recent versions of the LS1010 ATM switch.
