Title: Cisco Access Control List Fragment Non-blocking Vulnerability

Description:
Cisco IOS is the router firmware included with numerous devices manufactured by Cisco Systems.
A problem with IOS included on Cisco 12000 series routers makes it possible to bypass access control lists implemented on the router. It also affects routers with cards based on Engine 2.
IOS on these hardware implementations will not correctly block non-initial fragmented packets. This could allow a user to communicate with 'protected' hosts, bypassing security policy.
This problem could result in a successful denial of service attack against hosts protected by the ACL through the transmission of large amounts of non-initial fragmented packets.
