Title: Webmin Temporary Insecure File Creation Vulnerability

Description:
Webmin is a web-based interface for system administration for Unix.
Webmin consists of a simple web server, and a number of CGI programs which directly update system files like /etc/inetd.conf and /etc/passwd. The web server and all CGI programs are written in Perl version 5, and use no external modules. This means that you only need a Perl binary to run Webmin.
When a custom command is executed by the script run.cgi, a temporary file is created with details of the commands to be executed. This file is a shell script which is owned by root and world writable and executable. It is possible for a local attacker to modify this file as the command is being executed, possibly adding arbitrary shell commands which can be executed. This could lead to local root access.
