Title: Microsoft Windows NT and 2000 Command Prompt Reboot Vulnerability

Description:
A vulnerability exists which could enable any local user to reboot a system running Windows NT or 2000.
The F7 key within a command prompt displays a command line history menu.
From a command prompt, while an arbitrary command taking several seconds to execute is running, the combination of the F7 <enter> key sequence can be used to reboot the system.
It has been reported that in Terminal Server (NT and 2000) when a user takes advantage of this vulnerability, it will hang the command prompt window which cannot be ended normally. If an administrative terminal is opened and used to disconnect the user's session in this state, the user is still able to execute commands (other than cmd.exe) for a period of time. It is reported that Terminal Server may also hang when the administrator attempts to do a user list. This has not yet been confirmed by any other sources.
The precise technical details surrounding this vulnerability are not yet available. Forthcoming updates will provide more information.
