Title: Steve Grimm Un-CGI Script Access Validation Vulnerability

Description:
Un-CGI is a free CGI Wrapper application. Its function is to parse URL encoded input and translate it for use by CGI applications. It may be used as a library or as a stand-alone executable.
A problem exists with the Un-CGI executable.
When Un-CGI executes scripts, it does so without checking to see if the executable bit is set for the program in question. Under normal circumstances, a script needs executable privileges if it is to be run on a host.
When Un-CGI executes a script, it does not rely on the kernel to determine the format of the executable and invoke the interpreter if it is a script. Un-CGI attempts to invoke the interpreter itself, based on the value proceeding the initial '#!' characters. While doing this, it does not take into account the executable bits in the file mode.
Un-CGI will allow a local attacker to execute files which are not set as executable.
In conjunction with a vulnerability that allows them to write files on the server, this vulnerability may be used to gain access to the host.
