Title: 3Com TelnetD Weak Password Protection Vulnerability

Description:
A vulnerability exists in certain models of 3Com hubs and other network devices having remote administrative interfaces allowing remote user logins through telnet.
The affected products fail to properly restrict the allowed number of login attempts to the router's telnetd service. Normally, a system will permit only a limited number of failed login attempts. Following a set number of failures, a delay or disconnection should be imposed, preventing large numbers of passwords from being guessed in short periods of time.
Neither of these restrictions are implemented by default on the affected devices.
By obtaining unauthorized control over administrative functions on these devices, a malicious user can interfere with their operation and configuration, creating denials of service and further compromising the network on which the device is installed.
