Title: OVActionD SNMPNotify Command Execution Vulnerability

Description:
ovactiond is part of the system management software packages OpenView and Netview, distributed by HP and IBM. It is designed for use on enterprise systems, and offers remote administrative facilities.
A problem has been discovered in the software that makes it possible for a remote user to gain access to an xterm, or execute commands remotely on system managed by these software packages. This results in a remote user having local access to the system with the privileges of ovactiond (often user 'bin' on Unix systems).
The problem is due to an input validation error. Upon installation of the software on a system to be managed by HP OpenView, the following entry in the trapd.conf file is made:

By sending this trap to the managed server using snmptrap, and using escape characters in the SNMP message, it's possible to execute arbitrary commands when 'echo snmpnotify..' is executed by ovactiond.
This problem can allow a remote user to gain access to the target server with the privileges of the ovacationd process (often user 'bin' on Unix systems). A remote attacker may be able to gain local access to target hosts by exploiting this vulnerability. It is significantly easier to gain complete control over the host if local access can be obtained.
Tivoli Netview is not vulnerable by default. However, changes from the default configuration to build custom configurations may be.
